Evolving Threat of Foreign Information Manipulation and Interference (FIMI): Critical Insights from 3rd EEAS Report
The 3rd EEAS Report on Foreign Information Manipulation and Interference (FIMI) reveals the growing weaponization of the information space as a key element of hybrid warfare. In 2024 alone, over 500 FIMI incidents across 90 countries targeted democratic institutions, media, and civil society—primarily by Russia and China. These operations aim to destabilize societies, influence elections, and weaken the EU’s global role. In response, the EU has enhanced its strategic approach with tools like the FIMI Exposure Matrix and imposed its first-ever sanctions on FIMI actors. The report underscores the urgent need for coordinated international action to counter this escalating threat.
